Homeland Security: Give Confused Gender Illegal Alien Detainees Their Choice of 'Undergarments'









- After six months of study, the U.S. Immigration and Customs Enforcement agency, a division of the Department of Homeland Security, has issued new guidelines on how to care for transgender illegal aliens who end up in detention facilities, awaiting possible deportation.

The goal of the Transgender Care Memorandum is to provide a "respectful, safe and secure environment for all detainees, including those individuals who identify as transgender."

Among the questions to be asked of men who identify as women or vice-versa: "Do you prefer to wear male or female clothing?" "Are there any specific clothing items (e.g. undergarments) that you need that you have not been provided?"

(An attachment to the guidance notes, "The detention standards do not restrict the provision of gender-appropriate clothing. In general, brassieres should be provided to individuals who request them, as appropriate.")

Other questions for transgender detainees include, "Would you feel safer being housed in a cell with someone else or by yourself?" "Do you have a preference for whether a male or female staff member searches you?"

When there are questions about an illegal alien's gender identity, ICE intake officials are instructed to ask, right at the start, "Do you wish to disclose your gender identity?"

If the detainee identifies as transgender or has a gender identity different from his or her biological sex, ICE officials shall record that determination in the appropriate data systems.

The guidelines state, "The detainee shall not be disciplined for refusing to answer any gender-identity related questions during processing, for not disclosing complete information in response to questions asked about gender identity, or for falsely reporting that he or she is not transgender."

Transgender detainees who were already receiving hormone therapy when taken into ICE custody will continue getting it; and all transgender detainees must have access to mental health care and medication such as hormone therapy based on medical need.

The guidelines also expand the ICE bureaucracy.

ICE detention facilities must create and operate a Transgender Classification and Care Committee (TCCC), which will write an individualized detention plan for each transgender detainee.

And supervisory LGBTI Field Liaisons will be appointed to "regularly communicate" with a new national Enforcement and Removal Operations LGBTI Coordinator, who will report on the progress of implementing the new guidelines.

“The Transgender Care Memorandum reaffirms ICE’s commitment to provide a safe, secure, and respectful environment for all those in our custody, including those individuals who identify as transgender,” said ICE Enforcement and Removal Operations Assistant Director Thomas Homan.

“We want to make sure our employees have the tools and resources available to learn more about how to interact with transgender individuals and ensure effective standards exist to house and care for them throughout the custody cycle.”

Top 10 Things Liberals Want To Ban

Our Constitution and Bill of Rights established a democratic republic which has stood the tests of time and made us the envy of the world. Because, freedom. Boom. We can say what we want, we can worship whom we please, and we are pursuing happiness like nobody’s business.
Except liberals. It’s like they don’t even understand the concept of “happiness.” More like “misery.” “What can we find to be outraged about today?” is the liberal mantra. Sometimes – though few – the outrage is merited. Most other times… it’s just intellectual self-gratification.

Like things liberals want to ban, for example. Ban all the things! Ridiculous. Don’t believe me? Check out this list:
1. Happy Meal toys – This is not a joke. Leave it to California to ruin one of your happiest childhood memories. (Sure they’re a choking hazard, but that’s the price of fun). They say separating toys from Happy Meals “prevents restaurants from preying on children’s love of toys” and “breaks the link between unhealthy food and prizes.” Uh, guys. If you’re taking your kid to McD’s, expecting them to eat a healthy meal… we’re just fascinated that you were capable of procreation.

2. Plastic bags – For the environment! Except, welllllll… refusing to give you plastic bags in the checkout line may actually be harming the environment. Studies repeatedly show that when Walmart doesn’t give you plastic bags – you buy them. Lots of them. Whoops.

3. “Bossy” – And “welfare.” And “illegal.” And “thug.” And “dinosaur.” BECAUSE THEY’RE NOT NICE WORDS AND THEY MIGHT HURT SOMEBODY’S FEELINGS, OKAY?!

4. Books – Because sausages and pigs can be offensive. So no putting either in our children’s books. Best they never see little piggies. Ever. Really, Oxford University Press?

5. Water guns – They make kids violent! Or something. The Boy Scouts have banned water gun battles (the epitome of childhood summer fun) because they’re not kind. Not kind at all. And water balloons? Not allowed to be any bigger than a ping-pong ball. Might as well have an egg fight. More fun.

6. College football – Seriously. Liberals want to ban college football. For health reasons. Which begs the question… would the NFL be next on the chopping block? Because then that is NOT OKAY. Step away from the pigskin… or I just might have to shoot you with my water pistol.

7.  The Pledge of Allegiance – Talk about irresponsible and unpatriotic. This one’s the worst. What exactly is so wrong with instilling national pride in our youngsters? When did it become a bad thing to be proud to be an American? Sheesh.

8.  Candles – And air fresheners. Nevada attempted to pull this one because the “fragrance is annoying” to some people. *eyeroll* But get this: New York takes the cake. Literally. The libs up there want to take away your birthday cake’s candlesAnd mandate cupcakes. Will the madness never end?

9.  Goldfish – The “only pet I’m allowed to have” crowd would suffer a huge blow if liberals win this one. Did you know that bowl is causing your goldfish “inhumane suffering?” Just make sure you don’t tell them about the last one you sent for a final swim down your toilet bowl…

10.  Prayer – The age-old battle of religious freedom continues. You thought we were guaranteed freedom of religion? Eh. Not so much. High school students can’t even pray during their free time anymore.

Four Different Planned Parenthood Gay Democrat Supporting Clinics Agree To Accept Donations Earmarked For Killing Black babies

The baby-killing mill that calls itself Planned Parenthood was founded by Margaret Sanger, an eugenicist.
Eugenics is the belief and practice at improving the genetic quality of the human population through the promotion of higher reproduction of people with desired traits, and reduced reproduction of people with less-desirable traits.
In July 2009, in a Sunday New York Times interview, Supreme Court Justice Ruth Bader Ginsburg said:
Frankly I had thought that at the time Roe [v. Wade] was decided, there was concern about population growth and particularly growth in populations that we don’t want to have too many of.
Now, an investigative report by the pro-life organization Live Action reveals the same eugenic racism also animates Planned Parenthood.
Although the abortion mill is vocal about “Black lives matter” and condemns white police officers in Ferguson and elsewhere for allegedly targeting and killing unarmed blacks, Planned Parenthood gladly accepts donations specifically earmarked for the abortion of black babies.
An undercover investigator from Live Action called four Planned Parenthood (PP) offices — in Idaho, New Mexico, Oklahoma, and Ohio —  posing as a potential donor. In each bone-chilling call, he made his anti-black sentiments very clear. In each case, the PP representative enthusiastically told him PP would earmark his donation to specifically abort black babies.
As you read the transcripts of those phonecalls, just remember the subject is the deliberateMURDER of human beings, albeit tiny human beings. Then ask yourself how Planned Parenthood is any better than Nazi German holocaust.
The following is the transcript from Live Action’s audio tape of the call between the “donor” and Autumn Kersey, director of development of Planned Parenthood of Idaho.
Sound of phone ringing . . . .
PP: Good afternoon, this is Autumn.
“Donor”: Hello, Autumn. I’m interested in making a donation today.
PP: Fantastic!
Donor: What about abortions for the underprivileged minority groups? I want to specify that abortion to help a minority group. Would that be possible?
PP: Absolutely
Donor: Like the black community for example?
PP: Certainly
Donor: OK. So, so the abortion could, could be, you know, I could give money specifically for a black baby that would, that’d be the purpose.
PP: Yeah, absolutely. Um, if you wanted to designate that you wanted your gift to be used to help an African-American woman in need, um, then we would certainly, uh, make sure that that gift was earmarked specifically for that purpose.
Donor: Great. Because I really face trouble with affirmative action, and I don’t want my kids being disadvantaged, you know, against, um, black kids. I just had a baby, I want to put it in his name, you know.
PP: Hmm.
Donor: Um, you know ….
PP: Absolutely, that’s fantastic.
Donor: So that’s, that’s definitely possible?
PP: Oh, always, always.
Donor: You know, we just think, you know, the the the less, the less black kids out, the better.
PP: [laughs] Understandable, understandable. Alright, um, excuse my hesitation. I’m, I’m, this is the first time I’ve had a donor call and ask, make this kind of request, so I’m excited, and I’m, I want to make sure I don’t leave anything out.
Live Action’s undercover investigation also called Planned Parenthood of New Mexico and spoke to Irene Gray, director of development. Here’s the transcript of their phone conversation:
PP: Hello, this is Irene.
Donor: Hi, um, I’m interested in, um, making a donation? I’d like to fund one abortion.
PP: Oh, OK!
Donor: I was wondering if that would be possible.
PP: Yes, we can definitely put that….
Donor: Um, can I make the donation specifically for a minority group?
PP: Like a specific group of color?
Donor: Yeah, yeah.
PP: Like, a group of ….
Donor: I mean, like, I want the abortion to be for an African-American baby.
PP: OK.
Donor: And, I was wondering if that could be possible?
PP: The exact amount that we charge, right now, is $450 for an abortion.
Donor: OK. $450?
PP: Mm, hm. And, uh, we can definitely designate it for an African-American.
Donor: Wonderful! Um, if I wanted to fund multiple abortions, could you also specify that this could be done for, um, a specific group?
PP: Hmm.
Donor: Great, great. Um, well, little excited, you know, because I really face trouble with affirmative action, and I don’t want my kids to be, um, uh, disadvantaged, um, you know….
PP: Yeah.
Donor: Against, against, um, against blacks with, in college and, you know, the less, um, the less blacks out there, the better, so….
PP: Yeah, yeah, it’s a strange time for sure. [Laughs]
Donor: Yeah.
PP: So, OK.
Donor: Thank you so much.
PP: No problem!
Donor: And you’ll be receiving a check in a few days!
Here’s the transcript of the phone conversation between Live Action’s undercover investigator (“donor”) and Sue Riggs, vice president of development of Planned Parenthood of Oklahoma:
PP: Hello, this is Sue. May I help you?
Donor: Hi! Uh, Sue, I’m interested in making a donation?
PP: Great!
Donor: So, could, could, would it be possible for me to donate that money specifically for these, these minority groups, so that they could have access to abortions?
PP: Yes, it would be.
Donor: Wonderful. Then could I specify that abortion be done, uh, those abortions be done for a specific minority group, or how does that work?
PP: If you wish, you can.
Donor: OK. So, so, for example, the black community in Tulsa. Would it be possible to give the money specifically for that?
PP: You sure can.
Donor: Wonderful. Great. The abortions will be done specifically for the, the black community abortions.
PP: I can, I will mark it in such a way that definitely it will.
Donor: On a black baby?
PP: Yes.
Donor: Thank you, great.
PP: OK?
Donor: Uh, so, can I give you my credit card number?
PP: Yes.
Here is the transcript of the phone conversation between “Donor” and Lisa Hutton, administrative assistant of Planned Parenthood of Ohio:
PP: Planned Parenthood administration, this is Lisa.
Donor: And who am I speaking with now?
PP: My name is Lisa Hutton.
Donor: Lisa Hutton, what’s your position?
PP: Administrative assistant.
Donor: OK. When I underwrite abortions, does that apply to minorities too?
PP: If you specifically want it to underwrite an abortion for a minority person, you can target it that way. You can, you can specify that that’s how you want it spent.
Donor: OK, yeah, ’cause there’s, so, there’s definitely way too many black people in Ohio, so I’m just trying to do my part.
PP: [Laughs] OK. Whatever.
Donor: Well, blacks especially need abortions too. So that’s what I’m trying to do.
PP: Well, for whatever reason, we’ll accept the money.

Obama Lied About Care Guidelines: Insurance Must Cover ‘Mammogram or Pap Smear for Confused Gender Men?

 


The Department of Health and Human Services’ most recent guidelinesexplaining the “preventive services” mandate under the Patient Protection and Affordable Care Act—or Obamacare—says health insurance plans must provide co-pay-free pap smears and mammograms to “transgender men.”
As defined by the federal Office of Personnel Management: “a person assigned the female sex at birth but who identifies as male is a transgender man.”
The guidelines, written as a FAQ sheet, state:
Q5: Can plans or issuers limit sex-specific recommended preventive services based on an individual's sex assigned at birth, gender identity or recorded gender?
No. Whether a sex-specific recommended preventive service that is required to be covered without cost sharing under PHS Act section 2713 and its implementing regulations is medically appropriate for a particular individual is determined by the individual's attending provider. Where an attending provider determines that a recommended preventive service is medically appropriate for the individual – such as, for example, providing a mammogram or pap smear for a transgender man who has residual breast tissue or an intact cervix – and the individual otherwise satisfies the criteria in the relevant recommendation or guideline as well as all other applicable coverage requirements, the plan or issuer must provide coverage for the recommended preventive service, without cost sharing, regardless of sex assigned at birth, gender identity, or gender of the individual otherwise recorded by the plan or issuer.
The FAQ goes on to state: “The HRSA Guidelines include a recommendation for all FDA-approved contraceptive methods, sterilization procedures, and patient education and counseling for all women with reproductive capacity, as prescribed by a health care provider.”
FDA-approved contraceptives include abortion-inducing drugs and IUDs.
CNSNews.com contacted HHS by email Thursday to ask whether the latest guidelines definitively mean that insurance companies must provide transgendered men with all forms of birth control mandated under Obamacare’s preventive services regulation "for all women of reproductive capacity." As of 12:50 p.m. Friday, the department had not responded.
As reported by the Becket Fund for Religious Liberty, 105 lawsuits have been filed against the federal government by plaintiffs who say the preventive services regulation violates their right to the free exercise of religion because it forces them to pay for or provide coverage for things in violation of their religious beliefs.
